The Herbert Quandt Foundation held a conference in April 2005 entitled “Europe and Latin America on the Way Towards a Strategic Partnership” in Bad Homburg, Germany.   Subsequent meetings were held in Europe.   We are writing to invite you to a follow-on lunch session in Washington, D.C. on Thursday, December 8, 2005 at 12:00 pm.   The event wi! ll be held at the Johns Hopkins SAIS, 1740 Massachusetts Avenue NW, in the Kenney Auditorium (ground floor).   The Washington, DC session is co-sponsored by the Western Hemisphere Studies, the Center for Transatlantic Relations (both from SAIS), and the Herbert Quandt Foundation.
A number of interesting issues were raised at the April 2005 meeting.   Is The European Union a “natural partner” for Latin America?   Can – or should – a strategic relationship develop?   If so, what are the implica! tions for the region’s ties with the United States?   Does the concept of a Transatlantic triangle offer possibilities for more dynamic ties between the EU and the US and Latin America in the 21 st century?

Our keynote speaker to lead a panel discussion on December 8 will be Dr. Ricardo Lopez Murphy, the former Defense and Economics Minister of Argentina.   He is a presidential candidate and was a candidate for the federal Senate in the October 2005 elections.   Dr. Lopez Murphy is currently the president of the Fundacion Civico Republicana in Buenos Aires. As his counterpart on the panel we have invited Georg Boomgaarden, State Secretary of the Federal Foreign Office in Berlin, a senior German diplomat who also served as director for Latin American Affairs.
